I also have the feeling the person maybe working for the establishment in question. You are correct a smaller wrong is still wrong. I also think a customer wasting the food is a different issue then the owner deliberately wasting it.
I think one point is to made who are we to judge the company if they are creating profit and able to provide more jobs for the area? Perhaps the overall good is better then the evil done. Just a side thought.
I was taught to waste nothing. I still curse soft metals in nails as they made them almost impossible to reuse once bent or pulled back out.
